The Vault-Tec executive, for all that he was the assistant CEO of what amounted to the biggest concentration of horribleness ever to achieve incorporation under United States law, was an ordinary guy with a temper and an ego and not nearly enough knowledge that hadn't already been pulled out of the headquarters mainframe to be worth fussing over. The senator from New Hampshire, for all that he knew a good deal about pre-War American history and policy, was a career politician whose competency lay in matters of law and taxation. Many of the other people thawed out were in much the same boat, and so while they tended to spend time each day talking to Quill Scribes when they weren't working to survive or talking to Ellen, they were more or less left to their own devices otherwise.
But then Elliott radioed Lacuna.
And then Lacuna radioed the Citadel.
And then the Citadel's orders came through and the Quill Scribes in Lacuna all threw what could only be described as a synchronized hissy fit.
Honestly, as annoying as escorting civilians can be sometimes, their pouting over not getting to talk to the new arrival makes Ellen glad to be free of the place for a few days.
But then Elliott radioed Lacuna.
And then Lacuna radioed the Citadel.
